From our schools and public works to our police and fire, our town provides the best services because we provide the resources needed to fund them. Winchester residents should have confidence that this override plan is the result of rigorous work across all departments that will cut costs where we can, find additional revenue everywhere possible and ultimately only asks our residents to step up where it is absolutely necessary to continue our town operations at the levels we expect.

"With +95% of the town’s property tax revenue coming from residential taxes, and our ability to raise revenue limited to ~3% per year, we run structural deficits when union contracts, costs of materials, and benefits increase by more than 3%.
We have two straight years of health insurance increases of +14%. We need additional revenue to maintain the staff and the services that we give to residents, and add investments to address unmet needs."

The investment in capital funding will allow for critical upgrades to the historic Town Hall as well as schools building improvements. Winchester’s students will benefit as we adopt a new literacy curriculum and support expanded programs at the upper grades. And as a Muraco parent, the override is key to keeping the new Muraco on track by providing key funding for the required feasibility study, showing the MSBA that we are a reliable partner, and protecting our bond rating so the project can be delivered in a cost effective way."

"Do I want to pay more in taxes? Not really. Do I nevertheless understand that, given the macro economic environment, our town cannot continue to provide the level of services we all enjoy when it is limited to a ~2.5% annual residential property tax increase? The average monthly cost of the override in its first year to the average Winchester homeowner is $60. "I am excited that the override would fund long-overdue repairs to the historic Winchester Town Hall. The heating and air conditioning system has exceeded its lifespan and needs to be upgraded immediately. Windows are failing and carpets are worn; both need to be replaced. In the process, we will be able to help reduce our carbon footprint and make the indoor space safe and comfortable for employees. These necessary repairs far exceed our town's ability to fund through the operating budget, and the override specifically earmarks this funding. Further capital funds would be available to ensure our students have well conditioned school buildings with watertight roofs. While just a part of the total override, these capital funds will enable us to keep our town and school buildings safe and secure for years to come."

"As a mom of three young kids, supporting our schools is the first thing that comes to mind. And there is no question that we have critical unmet needs in our schools. But this override is also about so much more than our schools. The proposed override will provide the much-needed funds to preserve some of our Town’s most historic buildings, like Town Hall and the Library. It will also provide essential repairs to Lincoln, Ambrose, and McCall. These restorations and repairs have been on the to-do list for years but the funds have just not been available. If we continue to put these projects off, they will only become more urgent and more expensive to finance and complete. The override will also be providing essential funding to maintain and improve so many other things important to our town – from our sidewalks and infrastructure, to our declining tree canopy, to strengthening the Town’s cyber security, to necessary upgrades to our Public Safety Departments.
I hope the community can come together and vote Yes for the override to support not only our kids and schools, but also the buildings, programs, and town employees that are so near and dear to our hearts and that make Winchester such a wonderful place to live. "
